The Auditor General Edward Ouko has put Kisumu County on the spot for allegedly buying one cow for a cool Sh3.7 million.

In a report by Mr Ouko, Kisumu county through the Department of Agriculture allocated the amount in the financial year 2017/2018 for the purchase of 27 dairy Ayrshire cows.

Mr Ouko, however, says records show that only one cow was availed for audit thereby making the purchase of the remaining 26 cows questionable.

According to Mr. Ouko, a delivery note dated May 2017 indicates that the cows were delivered using a truck but the registration number was not indicated as required.

The Auditor General also wondered why the county, headed by Governor Anyang Nyong’o, did not inform other bidders who lost the tender award as per the Public Procurement and Asset Disposal Act 2015.

Ouko’s report further states that the list of beneficiaries of the cows released by the county did not contain required evidence that the farmers actually received the cows,

Kisumu County CEC for Agriculture Gilchrest Okuom declined to comment on the matter, reports Citizen Digital.
